Retaining Walls in Coffs Harbour:
Built for Hills, Heavy Rain and the Coast
Few places in NSW pack so much terrain into one city.
This guide explains what Coffs Harbour conditions mean for your wall, what the City of Coffs Harbour asks for, and how to choose the right concrete sleeper.
Hillside living
Coffs Harbour’s hinterland is hilly and forested, with banana and blueberry plantations on the land behind the city. Suburbs from Korora and Sapphire Beach to North Boambee Valley and Bonville include plenty of sloping blocks.
On a slope, a retaining wall turns unusable ground into flat lawn, driveway or outdoor living space. It also has to hold back more soil, so footing depth, wall height and channel spacing need to be right from the start.
Heavy rain is the real test
The Bureau of Meteorology’s Coffs Harbour station recorded a mean of 1,699 mm of rain a year over its history, with March the wettest month at about 235 mm. That’s more than 40% wetter than Taree.
The city also has a long flood history, with major floods recorded in 1917, 1938, 1950, 1963, 1974, 1977, 1989, 1991, 2009 and 2021.
Water is what pushes retaining walls over. On a Coffs block, build drainage in from day one:
- ag pipe behind the base of the wall
- free-draining gravel backfill
- geotextile fabric between soil and gravel
- a clear path for water to a legal discharge point, such as the kerb or an inter-allotment drainage easement
Coastal sites from Sawtell to Woolgoolga
Coffs Harbour’s coastline runs between rocky headlands including Bonville Head, Macauleys Head, Diggers Head and Woolgoolga Head. A council coastal study identified hazards such as beach erosion, storm erosion and sand drift along this coast.
For homes near the beach, materials must handle salt and wind. RetainEase sleepers are maintenance free and won’t discolour, while galvanised steel channels resist corrosion. For walls at the water’s edge, ask us about sea wall solutions and check with council first.
What the City of Coffs Harbour asks for
Coffs Harbour falls under the City of Coffs Harbour. Under the State Environmental Planning Policy (Exempt and Complying Development Codes) 2008, many retaining walls up to 600 mm can be built without approval if they meet the policy’s conditions.
For larger walls, the City’s complying development checklist for retaining walls asks for:
- Engineering: structural plans endorsed by an engineer, or for a premanufactured system, specifications showing footing depths and spacings
- Wall sections: showing backfill, geotextile fabric and subsurface drainage
- Stormwater: how overland flow and drainage reach a legal point of discharge
- Bushfire: a Bushfire Attack Level certificate if the wall is within 6 m of a home in a bushfire prone area
- Flood: a flood certificate if the lot is flood prone
This is where an engineered system saves time. RetainEase sleepers are engineer designed, and we can supply the generic drawing and design statement your certifier will want to see.
Choosing a sleeper for your Coffs Harbour property
| Setting | Suggested Profile | Why |
| Hillside homes with views | Smoothface | Clean lines that don’t compete with the outlook |
| Rural and hinterland blocks | Woodgrain | Timber look that suits farm and bush settings, without rot |
| Beachside homes at Sawtell or Emerald Beach | Stackstone | Textured finish for coastal gardens |
| Driveway cuts and tall feature walls | Split Face Block | Classic split texture with reinforced strength |
Common Coffs Harbour projects
- Driveway cuts on steep blocks, holding the bank either side of the drive.
- Terraced gardens that step down a slope in short, stable walls.
- Level pads for sheds, pools and granny flats on sloping land.
- Rural post and rail fencing on hinterland properties.
Supply and installation
RetainEase makes its sleepers in Cardiff and supplies the complete system … reinforced sleepers, galvanised steel channels and post and rail. We don’t install, but we can connect you with landscapers and installers who know Coffs Harbour sites.
